It is the policy of the City of Moore’s Capital Planning and Resiliency Department to require its contractors and sub-contractors to utilize the City’s Section 3 Plan. Section 3 is a means to foster local economic development, neighborhood economic improvement, and individual self-sufficiency through housing and community development projects funded in whole or in part by the Federal Department of Housing and Urban Development (HUD).
Section 3 training provides overview of Section 3 requirements. Contractors and subcontractors should complete Section 3 training at least prior to start of contract and annually thereafter. Staff to receive training, at minimum, are the employees who are responsible for public relation, hiring, and the actual week-to-week reporting should complete this requirement.
